WARREN, Ohio – Youngstown’s plans to redevelop the former Chill Can site may face another obstacle. Records show the city does not own all of the land, with several small parcels still held privately, including property that runs through an existing building.

Plus, Youngstown State University’s educator preparation program is among 33 in Ohio found to be aligned with state reading instruction requirements, according to a state audit released Tuesday.

And lenders and real estate professionals said buyers are increasingly constrained by higher monthly payments driven by taxes, homeowners insurance, HOA fees and maintenance costs, not just interest rates.
