As Consumers National Bank prepares to expand into the Mahoning Valley, the Minerva-based institution is positioning itself as a relationship-driven, community-focused alternative to larger financial institutions.
Led by President and CEO Ralph Lober, the bank plans to open a new branch on South Avenue in Boardman, its 24th location, marking a strategic step in its continued regional growth.

Founded in 1965, Consumers National Bank has grown to approximately $1.24 billion in assets and employs about 200 people. The bank is also a publicly traded company under the stock symbol CBKM and is listed on the OTCQX Best Market.
Consumers Bancorp Inc., the bank’s holding company, has an approximate market capitalization of $86 million, is an SEC registrant and has approximately 1,500 shareholders. While the bank has expanded over the years, its leadership emphasizes that growth has not come at the expense of its core philosophy: community banking rooted in local engagement.
A Different Approach to Banking
At its foundation, Consumers’ strategy centers on keeping capital local. Deposits gathered from customers are reinvested through loans and financial support within the same communities, helping to fuel economic development.
This approach, Lober says, differs from larger national banks, where deposits may be deployed across broader markets. For Consumers, that local focus is central to its identity.
“It’s not just about relationships,” Lober says. “It’s about how those relationships translate into real economic impact, supporting businesses, financing homes and contributing to community growth.”
The bank’s structure reinforces that mission. Many shareholders are local or have a strong understanding of community banking, and dividends generated by the bank tend to flow back into the same regional economy.
Entering the Mahoning Valley
The decision to expand into Mahoning County, and Boardman specifically, was a natural progression. Consumers’ existing footprint already bordered the region, with locations in nearby communities such as Salem and Alliance.
“When we look at our market, Mahoning County is the obvious next step,” Lober says. “We already have customers there, and we’ve seen strong demand through our loan center in the area.”
That loan center, established several years ago, has helped build a customer base ahead of the branch opening. The new facility is expected to serve a wide geographic area, including Boardman, Poland, Canfield and parts of western Pennsylvania.
Services and Capabilities
Consumers National Bank offers a full range of financial services across four primary divisions:
- Commercial banking, its largest segment, includes commercial and industrial lending, real estate financing, business acquisitions and lines of credit.
- Mortgage services provide home purchase and refinancing options, along with home equity products.
- Agricultural lending remains a longstanding focus, reflecting the bank’s roots.
- Consumer banking includes personal loans and a robust indirect auto lending network.
Lober notes that the bank emphasizes keeping lending activity within its footprint.
“We try to keep our lending local in the counties we serve,” he says. “That aligns with our overall mission of reinvesting in the same communities.”
Balancing Technology and Personal Service
Like many financial institutions, Consumers is adapting to changing customer expectations, particularly around digital banking. The bank continues to invest in electronic services, faster payment systems and operational efficiencies.
However, Lober says technology is meant to complement, not replace, personal interaction.
“Customers want digital tools, but they also want access to people,” he says. “They want to know there’s someone behind the scenes who understands their needs.”
That philosophy extends to staffing. Unlike larger banks that rely on centralized call centers, Consumers maintains local support teams. Customers can connect with familiar employees, whether by phone or in person.
The Boardman branch will also include space for back-office operations, allowing the bank to attract regional talent in areas such as loan processing, credit administration, sales, accounting and electronic
banking.
Community Engagement as a Core Value
Beyond its financial services, Consumers places a strong emphasis on community involvement. Executives and employees are encouraged to participate in local organizations, serve on nonprofit boards and contribute time and resources to community initiatives.
For Lober, that engagement starts with leadership.
“We don’t just say we’re committed to the community, we show it,” he says.
He reinforces that message internally by meeting with every new employee to discuss the bank’s history, culture and mission. The goal is to ensure that as the bank grows, its community-first mindset remains intact.
Looking Ahead
As Consumers National Bank enters the Mahoning Valley, leadership remains optimistic about its prospects. The Boardman branch is expected to play a key role in expanding both commercial and residential lending in the region.
“This is a strong market with great opportunity,” he says. “We’re making a meaningful investment here, and we believe it will perform very well.”
