CANFIELD, Ohio – Richard S. Scarsella was elected president of the governing board of the Educational Service Center of Eastern Ohio at its meeting Monday.
Attorney A. Ross Douglass was elected vice president.
Currently serving as the Mahoning County recorder, Scarsella has been a member of the ESC of Eastern Ohio Governing Board since 2005, offering more than two decades of leadership. He is a retired educator who previously served as vocational coordinator at Choffin Career & Technical Center in Youngstown.
In addition to his service with the ESC, Scarsella is a longtime board member of the Mahoning County Career & Technical Center, where he was recognized in 2025 for 20 years of service. He also serves on the Mahoning Soil and Water Conservation District Board of Supervisors and the Mahoning Valley Regional Council of Governments Governing Board. He is widely known as a local historian and is the author of “Memories and Melancholy: Reflections of the Mahoning Valley and Youngstown, Ohio.”
Douglass has served on the ESC of Eastern Ohio Governing Board since 2020. A lifelong Mahoning County resident, he is a practicing attorney and owner of a private law firm.
Douglass is a member of the Mahoning County and Ohio State Bar Associations and has served on the board that established the Mahoning County Family Dependency Treatment Court. He is a member and past president of the Wolves Club of Youngstown and served on the board of directors of the Youngstown Community School for several years.
The ESC of Eastern Ohio provides leadership and services to school districts across five counties: Mahoning, Trumbull, Columbiana, Portage and Stark.
