GLENMOOR, Ohio – Rick Rudibaugh’s plans to purchase a building in a St. Clair Township neighborhood to relocate his plumbing business has turned into a family investment and a new full-service salon.
In 2022, Rudibaugh purchased the well-established Sanford Plumbing in the East End of East Liverpool, and when he learned the owners of Tan City wanted to sell not only the business but the building at 46600 Y&O Road, he purchased it in October 2023.
“I wanted the building, possibly to bring Sanford Plumbing here, and I decided to buy it,” Rudibaugh said.
However, once he started dealing with the tanning business and all it entailed – electrical issues, bulbs burning out and other problems – he had other thoughts.
“I wondered what I could do with [the building] as an investment for my family,” he said.
He and his wife, Angela, who works full time outside the area, discussed the issue. Since their teenage daughter is somewhat interested in the beauty business, Rudibaugh decided to turn the space into an all-purpose salon.

The Rudibaughs operated the business as Ultimate Tan through February 2024, then closed March 1 to transform the building into a salon.
Rudibaugh said no corners were cut in the transformation, with all the necessary permits, architects and contractors put into place to do the job right.
“We made it into a salon, not just a building with some chairs in it,” Rudibaugh emphasized, saying a ventilation system was even installed to provide utmost comfort to the employees and customers.
On Dec. 15, 2024, Y&O Studio Salon & Suites opened, offering a full line of services by several independent consultants to rent space.
The bright, airy salon was decorated with the assistance of the stylists who are now plying their trade there. It features a large, open hair salon with separate rooms for the other services.
Although the tanning beds are no longer offered in the salon, there is a spray tan booth available by appointment.
Hair stylists at Y&O offer customers a lot of experience. They include Jill Ross, 41 years; Sandy Hilbert, 35 years; Lisa Brothers, 30 years; Jenna Boscarillo, 18 years; Linsey Hilbert, 17 years; and Whitney Kosek, 12 years.
The stylists offer a variety of hair services, including cuts, all coloring services, blonding techniques, hair treatments, special occasion styles and eye waxing.
In addition to the stylists, the salon houses eyelash technician Katelyn Beveridge and nail technician Hannah Mix.
In April, aesthetician Grace Sigley will be added to the lineup, offering a complete list of facial treatments.
Nurse practitioner Tennille Hoppel will join the salon in May, offering medical spa services by appointment.
The salon is open from 10 a.m. to 8 p.m. Monday through Friday and from 9 a.m. to 3 p.m. Saturdays. Walk-ins are welcome for stylists. For appointments or questions, call 330 386 3344.
The lower floor still houses Little Hands Learning Center, which was there when Rudibaugh bought the building.
“We look at this as a long-term investment,” Rudibaugh said.
