WHEELING, W.Va. – Josh Toot has been promoted to executive vice president and regional president for northeastern Ohio and western Pennsylvania at WesBanco.

The promotion expands his leadership role across four major markets while he continues to serve as the bank’s Youngstown market president.

Toot will oversee commercial banking performance and client development in the Pittsburgh, Akron-Canton, Cleveland and Youngstown markets, the bank announced Wednesday as part of a broader realignment of its commercial banking organization.

The promotion follows WesBanco’s acquisition of Premier Financial Corp. in 2025. Toot is among several former Premier leaders who have assumed expanded responsibilities as the bank integrates operations and strengthens its commercial banking presence across the region.

Amy Hackenberg has been promoted to executive vice president  and regional president for northwestern Ohio. She will oversee commercial banking performance and client development for the bank’s Defiance and Fort Wayne, Findlay and Toledo markets. Hackenberg will continue to serve as the bank’s Findlay market president.
