WARREN, Ohio – Trumbull County commissioners on Wednesday approved an enterprise zone agreement with Kimberly-Clark Corp. as part of efforts to attract a major development to the site of a former steel mill.

The agreement includes a 10-year, 60% tax abatement for new construction.

Commissioners described the vote as a historic moment and part of a broader push to secure a proposed $650 million to $875 million facility that could bring more than 400 jobs to the area. The project remains contingent on a final decision by Kimberly-Clark’s board of directors.
