WARREN, Ohio — Manufacturing across the Mahoning and Shenango valleys is showing signs of resilience as processors and producers report steady demand, capital investment and selective expansion despite trade uncertainty and labor shortages.

At Uniserv LLC, operations run six days a week as the company upgrades equipment and expands its customer base. In western Pennsylvania, Ellwood Group is building a 70,000-square-foot addition in New Castle, while Vallourec is investing $48 million in a new premium thread line in Youngstown expected to create 40 jobs. Executives describe the outlook for 2026 as cautiously optimistic.
