WARREN, Ohio – The City of Warren, in partnership with The D5 Group, has launched a citywide campaign to strengthen trust between residents and police.
The initiative includes a mini-documentary, an audio series and digital content focused on transparency, accountability and dialogue.

Led by Mayor Doug Franklin’s office, the Police and Community Trust Initiative has moved from planning to
public engagement. The city engaged The D5 Group, a Warren-based strategic marketing and creative services firm, to lead strategy and for creative direction and content development.
The campaign draws on multiple inputs, including more than 800 resident survey responses, engagement with the Police and Community Trust Steering Committee and ongoing collaboration with the Warren Police Department, residents and local community organizations.
“I grew up in Warren during a time when relations between the community and the police were strained,” said DeShawn Scott, CEO of The D5 Group. “I have also seen consistent improvement over the years. Many in the city lived through that era. That makes this work personal for me. It is a responsibility we carry with care and intention. Warren is part of me.”
Campaign highlights include:
- Community survey.
- Mini-documentary featuring resident and city leadership voices.
- Unfiltered Voices audio series produced with Sound United Podcast Studio.
- Original photography and visual identity to unify messaging.
- Blog content to frame the launch and outline next steps.
- Social media series with survey insights, behind-the-scenes footage and community stories.
The campaign theme is “Where we were. Where we are. Where we’re going,” and frames trust as ongoing work, not a single milestone.
