Columbiana Port Authority Accepts $51K Bid for Energy Upgrade Project
LISBON, Ohio — One bid was accepted and another rejected Monday by the Columbiana County Port Authority Board of Directors for an energy upgrade project at its Leetonia industrial park.
The board approved a $50,843 contract with Graft Electric of Columbiana for replacement of existing lighting with new energy efficient LEDs at the Cherry Fork Industrial Park facility.
It was the lowest of seven lighting bids received for this phase of the project, with others ranging from $57,410 to $129,000.
Engineering firm Howells and Baird Inc. had estimated the lighting project at $96,000 and, in a Nov. 13 letter to the board, project manager David E. Vollnogle said engineers were comfortable with Graft Electric’s bid, noting the company is “familiar with the facility, having performed work at the site previously.”
Rejected by the board at the recommendation of Howells and Baird, however, was the lone bid of $117,5000 for the second phase of the project, HVAC replacement, submitted by Best Commercial Energy Services Inc., of Akron.The bid exceeded the engineer’s $75,000 estimate for the HVAC portion by more than 10%, meaning it could not be awarded.
The port authority’s executive director, Penny Traina, said the HVAC portion of the project, which is being funded with grant monies, will have to be rebid, but assured the board this will not cause any major delay in completion.
The board also took action on leases for port authority property, including approving a name change on a lease with Paragon Integrated Services Group LLC, for 45,000 square feet of storage space at the Wellsville Intermodal Facility at $1,250 per month.
According to Traina, the parent company filed for Chapter 7 bankruptcy, leading to the name change, with no other changes to the lease.
Resolutions were also approved renewing leases with the Community Action Agency for property at 7860 Lincole Place in Lisbon, for 4,423 square feet utilized as office space, at $3,763.33 per month and for 2,577 square feet used for the food pantry/WEP, at $2,147.50 per month. There was no increase in cost or change in terms to these leases.
Due to the meeting being held via teleconference because of coronavirus concerns, plans to present an award to a tenant of the Cherry Fork industrial park had to be delayed.
Traina had planned to present a plaque on behalf of the Port Authority to Mark Lamoncha, CEO and president of Humtown Products. The Leetonia manufacturer recently won the 2020 Manufacturer of the Year Award from the National Association of Manufacturers.
Humtown was chosen from among 550,000 manufacturers throughout the United States, and Traina said the company has “revolutionized” 3-D printing and that the award may be presented in-person later.
