DeWine Lays Out Plan to Reopen Most Businesses by May 12
YOUNGSTOWN, Ohio – Gov. Mike DeWine has laid out the requirements that businesses must follow as the state’s economy reopens.

All businesses should have staff wearing face coverings at all times, perform daily health assessments, maintain good hygiene – such as social distancing and hand washing – and sanitize throughout the day, including between shifts and the close of business.
Business capacity will also be limited to a maximum of 50% of the amount allowed under the fire code. When possible, businesses should allow customers to make appointments.
Beginning Friday, medical centers will be able to resume to all procedures that do not require an overnight stay. On May 4, businesses in manufacturing, distribution and construction will be able to reopen, as will “general office environments.”
On May 12, businesses in the consumer, retail and service sector will be able to reopen.
Businesses that are not yet allowed to reopen are schools, dine-in restaurants, personal appearance and beauty businesses, adult day-care and senior services, adult day support and vocational habilitation services, gyms, recreation and entertainment venues.
The stay-at-home orders signed by the governor will remain in place, he said.
“They’ll be modified for people working at places that are open. As retail opens up, anyone that wants to go will be able to,” DeWine said. “The [limits on] gatherings, 10 people or more, will remain on. We’re trying to ease out and get Ohio back working. We know there’s more to do. We need to see how this works.”
The governor’s office and the Ohio Department of Health issued mandatory guidelines and recommended best practices for restarting business operations.
