ARP Funds Could Help Improvements Across Valley

YOUNGSTOWN, Ohio — Business and community leaders gathered on Tuesday to discuss how the $250 million in American Rescue Plan (ARP) funding coming to the Mahoning Valley can be spent.

“The major restriction is anything that you fund has to be related to or some type of connection to a pandemic impact,” said Terry Slaybaugh, vice president of sites and infrastructure for JobsOhio.

“I think that there are a lot of indirect ways that it can help economic development. For example, COVID did have a significant impact on certain demographics and we need to be working in those neighborhoods and in those communities to increase our workforce,” said Guy Coviello, president & CEO of the Youngstown/Warren Regional Chamber.
