Wellsville Intermodal Facility Recommended for Opportunity Zones

Bid Rejected for Wellsville Intermodal Facility Ramp

LISBON, Ohio — The sole bid for construction of a ramp at the Wellsville Intermodal Facility in Wellsville was rejected by the Columbiana County Port Authority during a brief virtual meeting Monday morning.

Members participated by phone for the session, during which two items of business were addressed. First was a motion to reject a bid of $289,865.80 from Marion Hill & Associates for construction of a skid loader access ramp to a moored work barge for Pier 48 at the Intermodal Facility.

The engineer’s estimate by George L. Wick of Tenequip Inc. was $205,059. Port Authority Executive Director Penny Traina noted that the bid exceeded the estimate by 29%, and Wick will review the project. Traina anticipates placing the project back out for bid.

The board also approved a resolution to enter into a lease with Easter Seals of Mahoning, Trumbull, and Columbiana counties for about 3,500 square feet of lower-level office space at 7876 Lincole Place, Lisbon, for 12 months.

The 12-month lease, at $2,875 per month, includes rent, common area maintenance and utilities, and is retroactive to Sept. 2 of this year.

The lease encompasses about half of what is commonly known as the WIC Building, which also houses the Women, Infants, and Children program.

The next regularly scheduled port authority meeting will be held at 5 p.m. Nov. 25 in the board offices.
