Sammarone, Bozanich Indicted in Marchionda Probe

Briya to Plead Tuesday to Charges in Corruption Probe

YOUNGSTOWN, Ohio – Former MS Consultants Chief Financial Officer Ray Briya will appear before Mahoning County Common Pleas Judge Maureen Sweeney at 9:30 a.m. Tuesday to enter a plea. 

Briya was charged Aug. 29 in a five-count bill of information relating to the investigation of developer Dominic Marchionda of NYO Property Group.  

On the same day, Briya filed a waiver of indictment requesting that the charges against him proceed by information. 

The charges include two counts of attempted bribery and one count each of tampering with records, grand theft and obstructing justice. All counts are fourth-degree felonies, with the exception of the obstruction of justice charge, which is a fifth-degree felony. 

Each count states that Briya’s actions were done without the knowledge of MS Consultants, its president or other officers of the company. In September 2018, MS Consultants said it was cooperating with the investigation.

Marchionda was charged in October 2017 on a 101-count indictment related to his company’s use of water and wastewater grants from the city of Youngstown. Former Mayor Charles Sammarone and city finance director David Bozanich also were charged in relation to the investigation.
