City Seeks Proposals for Amphitheater, Greenspace

YOUNGSTOWN, Ohio — The city of Youngstown officially put out a request-for-quote document Wednesday afternoon for an amphitheater and green improvements to city-owned property adjacent to the Covelli Centre downtown (READ STORY).

Responses are due by 4 p.m. March 24 for letters of interest and statements of qualifications, according to the RFQ. The city is seeking responses from professional architectural and design services for site improvements to the 15-acre site between the South Avenue Bridge and the western edge of the former Wean United property, and for “construction of a public multi-use amphitheater type facility” on the site.

The amphitheater is expected to enhance the Covelli Centre’s growing profitability by providing a venue for outdoor shows and the other site improvements are intended to provide downtown with greenspace it currently lacks and potentially lead to a river walk down the road, McNally said.

Total project costs for architectural and design services should include necessary site work, structures, utilities and green landscaping for the entire public area, according to the RFQ. No general fund dollars will be used for the project, McNally emphasized.

The city is seeking firms with experience with design and construction management of at least five public entertainment facilities including outdoor amphitheaters; experience designing riverfront improvements; experience working with the Ohio Environmental Protection Agency; and experience with projects utilizing Clean Water Act Section 319(h) grants or other state or federal grants.
