Discussion Focuses on Background Checks, Second Chance Hiring

YOUNGSTOWN, Ohio – Mahoning Valley Manufacturers Coalition members gained a deeper understanding of how to interpret criminal charges when assessing job applicants at the latest MVMC-hosted roundtable.

Capt. Jason Simon, chief of detectives with the Youngstown Police Department, was invited back after giving a well-received shorter-form version of his presentation at a recent WorkAdvance committed employers meeting.

The roundtable took place at America Makes and was recorded on video for future training use.

Simon discussed what constitutes a misdemeanor or felony charge and the levels of punishment for each.

“There is absolutely a place for second chance hiring and the justice impacted,” he said.

Manufacturers that participated in the roundtable included Dinesol, Ellwood Group, Gasser Chair, Hynes Industries, PolyStamp, Schwebel’s, Starr Manufacturing, Tenaris, Thomas Steel and Vallourec.

Taking a closer look at what charges mean gives employers an opportunity to open a discussion with a job candidate.

“Even when they find something, bring that up in an interview,” Simon said. “It allows people to be a little more transparent. It’s about getting a better picture and perspective on a candidate before they’re hired.”

Jessica Weimer, human resources manager at Starr Manufacturing, was among the attendees.

“We’re a second chance employer, but we think it will help us better understand certain offenses and what is more excusable,” she said. “This helps us navigate the thought process to make sure people are getting a fair chance. Given the manufacturing environment, there are certain offenses we can’t tolerate because of safety concerns. There are also too many instances of dishonesty when given the opportunity to address convictions.”

Simon recommends that all companies should be doing background checks.

“It’s about helping HR departments best interpret what’s in front of them,” he said. “I’m always happy to sit down with a company to answer questions or give advice.”
