Youngstown OKs Contract for Consolidated Plan Consultant

YOUNGSTOWN, Ohio – Youngstown officials approved a professional services agreement with a Pittsburgh consulting firm to assist the city in drafting its 2020-2024 Consolidated Plan and the 2020-2021 Annual Action Plan.

The city’s Board of Control voted to hire Mullin & Lonegran Associates for $33,735 Thursday, a day after City Council passed an ordinance authorizing the board to enter into an agreement.

The firm previously worked with the city in 2005 to prepare its consolidated plan, said Nikki Posterli, director of the city’s community planning and economic development department. The U.S. Department of Housing and Urban Development requires Youngstown to have an updated Consolidated Plan as a condition for distributing Community Development Block Grant funds.

The firm was “highly recommended” to the city by HUD, Poseterli said. 

According to the council legislation, Mullin & Lonegran will begin preparation for the consolidated plan April 1 for submission to HUD on or before Aug. 1. 

The firm will assist the city with community and stakeholder meetings and gather other information needed to prepare the plan, Posterli said. It also will look at the prior five-year plan “to see if there’s anything we need to maybe work differently,” Posterli said. 

The city held a community meeting in January on the planning process.
