Mahoning County Sheriff Phil Chance’s indictment on racketeering charges in February of 1999 drew immediate comparisons with another Mahoning County Sheriff who was indicted on similar charges nearly 20 years earlier. Chance proved an agreeable target for this cartoonist since his hairstyle was highlighted by a pronounced white streak down the middle, which was then transformed into a small skunk for creative effect.
