YOUNGSTOWN, Ohio – Youngstown’s Tax Incentive Review Council has not met for over two years, flouting state regulations that mandate annual meetings, allowing some businesses to skirt obligations and benefit from tax reductions.
Plus, the Main Street Theatre in Columbiana has undergone an ownership change, and a new restaurant will open in the former Inner Circle Pizza building on the campus of Youngstown State University.
